ORA-02291 Error During Demantra Upgrade

Symptoms

Using Oracle Demantra Demand Management / Technical / Upgrade
Upgrading from 7.3.1.4 to 12.2.4 in Test:
When attempting to perform the Application + Platform Upgrade
the following error occurs while upgrading the schema:

Save failed.
Failed to query and save products list from DCM_PRODUCTS table.

-- Steps To Reproduce:

Customer states the issue can be reproduced at will at customer site with the following steps:
1. Run the 12.2.4 installer, connecting to the 7.3.1.4 schema.
2. After defining a Custom Installation Set, on the Schema Options panel,choose and confirm Upgrade Schema
3. Choose, then confirm, Application and Platform Upgrade
4. Choose the BAL Upgrade Option = Automatic Upgrade
5. Proceed through the Pre-Installation Summary
6. During the "Upgrading schema _____", observe the pop-up message
Save failed.
Failed to query and save products list from DCM_PRODUCTS table.
7. Click OK
8. Observe DataBase Error
ORA-02291: integrity constraint (<SCHEMA>.MDP_MATRIX_LOCATION_ID_FK) violated - parent key not found
followed by the message
Bal Validation
Bal Validation failed.
