Event and Process Extension(PX) Actions Disappear Intermittently in Java Client

Information in this document applies to any platform.
In Java Client, the event and PX Actions disappear intermittently from PXs and Event Handlers.
PX and Event Handler Actions should always be visible in Java Client.
The issue can be reproduced at will with the following steps:
1. Log into Java Client as admin user
2. Go to Admin tab, System Settings > Event Manager > Event Handler
3. Open Event Handler, and see Event Action does not display anything
4. Go to Admin > Process extension > Internal Action > value is empty there also.
