MULTIPLE PAYMENT OPTIONS FOR SAME SOURCE AND ROUTING NUMBER NOT ALLOWED

The framework has a base validation that does not allow 2 Self-Service
Payment Options with the same Payment Type and Routing Number. This
validation is preventing a real world scenario when a customer has more than
one account with the same type from the same bank. For example, a customer
might have 2 checking accounts with a single bank with two different bank accounts,
but the same routing number.
steps to reproduce:
go to Main menu >Customer Information > Person > Person Portal tab
got the following when attempting to add a second checking account
for <CUSTOMER NAME>:
Payment option with exactly the same details already exists. Changes will not
affect any payment option.
