Region Sourcing Rule Working Incorrectly For A Specific Customer (Doc ID 2331227.1)

ACTUAL BEHAVIOR
---------------
OM Sourcing rule working incorrectly for a specific customer.
Based on sourcing rule, if this customer is in EMEA zone then it should point to Org IES
But this customer always pointed to MPL, seems like the region was recognized as L_AMERICA zone

INVESTIGATION:
Category -instance-region sourcing setups.
Found that customer for Country UZ - Uzbekistan was mapped properly to that country
Found that UZ region was in both EMEA zone and also in L_AMERICA zone
SO -- removed UZ region from L_AMERICA zone and that fixed the issue for UZ customer

-- BUT --
Now L_AMERICA customers getting NO Sources error
example:
- Check setups for customer in JM Jamaica and mapped properly to country
- Country JM is in zone L_AMERICA
- Run ATP and get No Sources.
--- SEE FILE - no_sources-Session-trace_Files.zip

NOW -- add UZ country back to L_AMERICA zone
Then it finds source and gives back warehouse correctly for L_AMERICA customer... but then UZ customer is broken again.
... it very strange that all setups are confirmed, but we get this behavior
