ORA-02448 Constraint Does Not Exist Error While Doing Table Reorg. (Doc ID 2331381.1)

On : 12.2.2 version, Technical

We are getting the below error while doing the reorg. We have set the PLSQL IDENTIFIERS to NONE and again started the table org process but getting the same error.

Tried for different tables like sales_data,mdp_matrix and settlement but it giving same error for all tables.

ORA-02448Error report:
ORA-02448: constraint does not exist
ORA-06512: at "SYS.DBMS_REDEFINITION", line 105
ORA-06512: at "SYS.DBMS_REDEFINITION", line 3520
ORA-06512: at line 2
02448. 00000 - "constraint does not exist"
*Cause: The named constraint does not exist
*Action: Stop trying to do something with a nonexistant constraint

However they are able to successfully do the reorg after using the below commands.

alter session set "_px_filter_parallelized"=false;
alter session set "_fix_control" = "10043801:OFF";

Why do they need to use these commands to run successful reorg?

The issue can be reproduced at will with the following steps:
1.Run the table re org tool

The issue has the following business impact:
Due to this issue, users cannot do a table re org impacting the performance
