Addressee Person 'No Contributor' Should Be 'End Consumer' To Issue a NF (Doc ID 2331786.1)

Addressee Person 'No Contributor' should be set as an 'End Consumer' to issue a NF-e without any error in SEFAZ.

RFM is not considering the following rule:

If ('IND_IE_DEST' = 9 (no contributor)) and (ID_DEST <> 3 (foreign transaction))
Then IND_FINAL := 1 (end consumer).

Steps To Reproduce :

  1. Issue a rural producer NF, registered with CPF and note that it is denied.
