Launching Local PPM Works, Launching From Citrix Portal Does Not Work

Symptoms
ACTUAL BEHAVIOR
Clicking on the Primavera P6 Icon on the Citrix Portal server over the web results in nothing happening. The client is able to launch successfully on the Citrix machine locally from the start menu.
EXPECTED BEHAVIOR
Clicking the P6 link on the portal page will launch the P6 application that is installed on the Citrix server.
STEPS
The issue can be reproduced at will with the following steps:
1. On the server that the icon leads to, you are able to launch P6 locally
2. Go to the web portal
3. Click on P6 icon, nothing happens
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot launch P6 from the web portal.
