Close Cross Phase Jumper Between Hot Phases Displays an Incorrect Message

Close cross phase jumper between hot phases displays an incorrect message.
If you place a point to point cross phase jumper between two hot conductors, e.g. in OPAL around fuses F1555 (on feeder 2411) and F1556 (also on feeder 2411) and then attempt to close the jumper, you see a message that you are about to create a parallel on Feeders 2411 and 2411_Bus (which feeds 2411).
The message indicating a parallel would be created is incorrect. Expect a message "Cannot connect two different hot phases".
1. Place a point to point cross phase jumper between two hot conductors
2. Attempt to close it, note the error.
