Viewer Message is Showing DEENERGIZED for Outage Device After Changing JBotFormat_en_US.properties

Viewer Message area still shows DEENERGIZED for outage device after change in JBotFormat_en_US.properties
We want to have all DEENERGIZED strings to be changed to "Off Potential". We have changed it in the JBotFormat_en_US.properties file and viewer.xml configuration
This change is not applying to the outage device, the viewer message area still shows DEENERGIZED
Expect that the word "DEENERGIZED" that appears in the viewer message window should show "Off Potential" based on the configuration changes that have been made
Steps to reproduce:
1. Change DEENERGISED to "Off Potential" in JBotFormat_en_US.properties
2. Rebuild and deploy
3. Create RO on a Fuse
4. Select the fuse and check the viewer message area,
5. The viewer message area shows DEENERGIZED instead of "Off Potential"
6. Check the any down stream devices or conductors. These should show "Off Potential".
