Configuring the Weblogic Domain for P6 Fails With Error 'Java.Net.ConnectException: t3://localhost:7001: Destination Unreachable. Connection Refused: Connect; No Available Router to Destination' (Doc ID 2334582.1)

Symptoms

When attempting to install P6 EPPM and configure the WebLogic domain, the following error occurs.

Configure Weblogic Domain for P6. Weblogic could not be configured. Check your settings.

 

Also the Configuration log shows the following exceptions:

OUTPUT>PRM-Creating security directory for boot.properties
OUTPUT>PRM-security directory created
OUTPUT>PRM-Creating boot.properties file for server startup
OUTPUT>PRM-boot.properties created
OUTPUT>PRM-Starting domain...
OUTPUT>PRM-Waiting to connect...
OUTPUT>Connecting to t3://localhost:7001 with userid weblogic ...
OUTPUT>This Exception occurred at Fri Nov 10 05:28:26 EST 2017.
OUTPUT>javax.naming.CommunicationException [Root exception is java.net.ConnectException: t3://localhost:7001: Destination unreachable; nested exception is:
OUTPUT> java.net.ConnectException: Connection refused: connect; No available router to destination]
OUTPUT>PRM-Failed to connect. Will retry in 20 seconds
...

 

 

The issue can be reproduced at will with the following steps:
1. Run the P6 EPPM Configuration Wizard.
2. The configuration fails at step "Configure WebLogic Domain".
