"Toggle Landbase" Hot Key Does Not Turn Spatial Backgrounds

Symptoms
This is the observed behavior when the "B" key is pressed in the viewer:
First time "B" is pressed:
The spatial maps (Google Maps or Bing Maps) disappear and the GIS roads appear.
Second time "B" is pressed:
The GIS roads disappear and there is no landbase in the viewer.
Third time "B" is pressed:
The GIS roads come back, but the spatial maps never reappear.
It is expected that pressing the B key should toggle the spatial landbase on and off as well.

Customer is using Google Maps or Bing Maps for spatial background
