Fault Appears In IPSA GUI Fault Panel To Synch Defaut_messages.xml File With Template One

Symptoms
On : 7.3.4.0.0 version,
There are 4 sites that are configured already in IPSA 7.2.0 patch 7.3. after upgrading to 7.3.4 patch 5 and synchronizing the default_messages.xml files with the currently installed file. The following error is seen.

A faults appears in fault panel that "there are no messages available please synch the messages_default.xml with template one".
This is observed when IPSA 7.3.4 patch 5 has been installed. It is not present in earlier patch upgrades.
Steps to Reproduce
-----------------------
The issue can be reproduced with the following steps:
1. Upgrade from any previous versions to IPSA 7.3.4.5.
2. Start the client and server processes.
