Required Fields Do Not Trigger If You Put In Text And Delete It After And Click Ok

ACTUAL BEHAVIOR

Required fields do not trigger if you put in text and delete it after and click ok. When adding an Activity that has required fields if you leave them blank the Required Field validation will trigger as expected. If a user types in data or selects a value from a drop down etc. removes that data and accidentally clicks ok the required field validation does not trigger and the activity is successfully added. We would expect if a user adds data to a required field and deletes it because of an error that if they were to click the Ok button the validations would trigger.

EXPECTED BEHAVIOR

If a user enters data into a required field and deletes it due to an error and accidentally clicks Ok the validation should trigger as if they originally left it blank.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create an activity with a few required fields
2) Add that activity in OIPA
3) Populate all required fields with data
4) Remove the value from one of the required fields
5) Click Ok and notice activity will be successfully added although a required field is blank (from the UI perspective)
6) Go to activity details and notice the original value will be added


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, User may add wrong information to an activity since the validation isn't triggering and the original value is getting added to the DB.
