ASAP Is Unable To Process Orders To a Network Element, Error "All Database connections in use" Appeared in JNEP Diagnostic File (Doc ID 2335988.1)

Symptoms

The ASAP application is unable to process orders for one Network Element. ASAP is able to connect to the Network Element, connections are established to the NE, but ultimately move into the CLOSE_WAIT state.

It is observed that there are entries in the diags of the error 'All Database connections in use. Sleeping 10 milliseconds' in JNEP diagnostic file as below:
