Comments History For Activity And Requirement Level Comments Cannot Be Viewed From Within OIPA

ACTUAL BEHAVIOR
---------------
Cannot access History for Activity and Requirement Level Comments from Within Application. The history is available in the DB, but the Requirement/Activity/Comments screen does not display it at all. The Policy Comments’ Screen displays all of the policy’s comments’ history regardless of the Comment you are trying to view.

EXPECTED BEHAVIOR

We expect to be able to view comments history for other levels besides Policy level comments

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 1) Add comments for any of the following levels: Requirement/Activity/Comments
2) Once saved try to view the comments in the application
3) They will not show in the UI
3a) Verify that the comments were saved in the DB

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Users cannot view comments that have been created that other users will need to see, also prevents us from closing streams of work
