ACTUAL BEHAVIOR
---------------
Adding Subsections to a segment, and then removing them causes the segment to be created with an Undefined Subsection forever. If you configure a segment to use subsections and decided to remove that configuration next time you add that segment an 'Undefined' tag will appear on the create segment screen. If you click the tag it will case all of the field elements of the segment to repeat again.

EXPECTED BEHAVIOR
-----------------------
Once you remove a segment subsection, the segment screen would return to normal.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Configure a segment to have subsections
2) navigate to a policy in OIPA where you can add that segment.
3) Notice that the subsection appears
4) Remove the subsection configuration
5) Navigate back to any policy in OIPA and add that same segment again
6) Notice where the subsection was there is now an Undefined tag
6a) Click the drop down arrow on 'Undefined' and notice the segment fields are repeated again
