File Javax.jms_1.1.4.jar Is Not Included In Fusion Middleware 12.2.x Installation (Doc ID 2336970.1)

Symptoms

When cleaning and building cartridges, Design Studio expects the file javax.jms_1.1.4.jar to exist in the Middleware_home/oracle_common/modules directory.
For our purposes, this is C:\Oracle\Middleware\Oracle_Home\oracle_common\modules.

However, this file is not included in the installation of Fusion Middleware 12.2.1.2.
This is with O2A cartridges 2.1.0.2 for OSM 7.3.5.
