MSC_PO_RESCHEDULE_INTERFACE Table has Records Stuck Without Processing (Doc ID 2338880.1)

The MSC_PO_RESCHEDULE_INTERFACE table contains a few records stuck without processing.  Also, the PROCESS_ID is NULL for each of these records.

Note the following questions:

1) What is the process to purge these records?
2) Is there any standard concurrent program to purge these records?
3) If not, can these records be manually purged?
