C1_NTF_PREF - Index On Contact Id

Following sql is being actively used trough out the day and cost is full table scan on c1_ntf_pref. There is no index on contact_id
Without index on contact id explain plan cost is high, and a custom index on contact_id in c1_ntf_pref must be used to reduce cost.
