ThirdParty Package Installation Gets Stuck At "Creating uninstaller.." (Doc ID 2338935.1)

During installation of the ThirdParty package from Patch Set 13 (aka MPS1) or Patch Set 18 or Patch Set 21, it has been observed that the installation gets stuck at the last stage of creating uninstaller. It does not return even after waiting for 2 hours and one has to kill the process to come back to the command prompt.

How to make sure that killing this process during this step ('Creating uninstaller') will not cause any rollback of installed modules ?
