Cartridge Deployment Failed - Deployment Failed Cancelled The Operation After A Timeout Of 400 Sec (Doc ID 2339334.1)

Symptoms

During the install phase, the deployment of JobControl_Solution product cartridge failed. Trying to manually deploy the same issue occurs and are getting error listed below:

[startAnt] [deploy] Deploy cartridge JobControl_Solution with session id null
[startAnt] [deploy] Deployment of JobControl_Solution (1.0.0.0.0) failed due to :
[startAnt] [deploy] Deployment Failed Cancelling deployment of cartridge after a timeout of 400 Sec

Checked in KM search and found out 2 new parameters (pollInterval and pollCount) to be added to the properties file to increase the timeout. However, they are not being implemented after starting deployment, as it is always taking the default value of Poll Count=80 and Poll Interval=5000.
