Team Member Does Not Complete Load After Login When Using Internet Explorer, and Generates the Following Error if Loading Team Member With the Browser Developer Tools Running: "Mismatched Anonymous Define() Module"

Symptoms
ACTUAL BEHAVIOR
While attempting to load the Team Member web based application within internet Explorer after logging in, the header page of the application appears to load properly but then page loading stops and only a blue square is visible on the page, preventing loading of the "My Activities" or Timesheet tabs and rendering the application unusable.
Note, when this issue occurs and the F12 Developer tool is loaded:
- The following error displays on the debugging tab, which is referencing the require_and_configs.js javascript file that gets loaded prior to loading the resource_strings_en.json:
Mismatched anonymous define() module - The issue is linked with the machine/browser related settings or version of IE.
- This issue does not occur on all machines or all browsers.
EXPECTED BEHAVIOR
Team Member should load completely when loading from IE.
The issue can be reproduced at will with the following steps:
1. Navigate to P6 Team Member using IE.
2. Login to Team Member
3. Note the actual behavior which occurs.
Due to this issue, users cannot perform any of their work in Team Member
