REST API Usage Exhaust Ports In High Throughput System (Doc ID 2340510.1)

Symptoms

When the application uses REST client API, ephemeral TCP/IP ports are exhausted in a high-throughput system. The customer-facing web site uses REST calls to communicate with backend Oracle Commerce instances. When traffic is high, there may be exceptions in the log like the ones below. Users of the web site get errors.

Netstat output shows that there are nearly 30k connections to the backend ATG instances, all of which (except a few hundred) are in "TIME_WAIT" state.
