Not Able To Load The Correct Param Value For StopBillClosedAccounts (bus_params_billing.xml )

Symptoms

On Oracle Communications Billing and Revenue Management (BRM), 7.5.0.17.0 version, it is not possible to load/set the param value for StopBillClosedAccounts to 0 (bus_params_billing.xml).

When checking the database value after a config load, it is always 1, even if any value from 0 to 1 is used.

Expected behavior

Updated value should update the database (eg. 1 to 0 or 0 to 1).
