Use of Single Referral Queues Breaks Work Agenda Filters

Symptoms

Need to support prior release referral functionality in NMS v2.3

Prior to 2.3 the referral functionality from Work Agenda only allowed 1 referral group to be selected.  In 2.3 the functionality was changed to allow selecting multiple groups.
The 2.3 functionality needs to support the prior functionality where only one group can be selected.  The company does not want users to be able to select multiple referral groups.
The way that these groups are currently populated on the Work Agenda also breaks existing filters that use match, multi-match, and multi-not because there are commas appended to the end of the group name that is selected.

The issue can be reproduced at will in OPAL with the following steps:
1. Open transformer T15531.
2. In Work Agenda, assign the new job to SRV and LNE Work Queues.
3. Open the Filter Dialog.
4. For the Work Queues entry, for Operator select multi-match, for Match Value put "SRV LNE".
5. Press Apply.

The new row is filtered out.
