GL assign batch is creating multiple TO-Dos with same error message and same FT ID.

The issue can be reproduced at will with the following steps:

Duplicated GLASSIGN batch control and created custom batch control (CMGLASSN) to create GL ACCT for FT’s.
GLASSIGN batch control:
Run CMGLASSGN batch control.
