A negative transaction recalculates Weighted Average Cost (WAC) to the higher value in ITEM_LOC_SOH.

Steps to reproduce :
Prerequisite : Create an item/location whose WAC is positive ( Ex: 14.9).
1. Create a negative transaction and load the STAGE_EXT_TRAN_DATA using Trandataload.ksh
2. Ensure that STAGE_EXT_TRAN_DATA.WAC_RECALC_IND = 'Y' and the units are negative units Ex "-2".
3. Run the Trandataprocess.ksh
4. Even though the transaction is -2 the WAC is increased in ITEM_LOS_SOH to 15.02.
