In 2.6.0.0.0 Outbound Messages Created By Sync Requests Are Not Persistent (Doc ID 2341882.1)

Goal

On : 2.6.0.0.0 version, IP - Installation Upgrade Proc

Outbound Messages created by Sync Requests are not saved into Tables

There is an OOB Algorithm C1-CR-OUTMSG which dispatches Outbound Message.

In CCB 2.4 , This algorithm persists the Outbound Messages created.
But in CCB 2.6, the Outbound Messages are not persisted, even though the Sync Request processed its complete Life Cycle.

As this is an OOB algorithm on OOB Sync Request BOs , we are unable to keep track of the Outbound Messages created.
Why did CCB 2.6 avoided saving of created Outbound Messages.? What is the alternate solution to persist Outbound Messages without customization.
