Unable to Update the 'Execution Phase'

Symptoms

Execution Phase on both the 'Adjustment Rules' as well as 'Combination Adjustment Rules' cannot be changed and saved. If the Phase is changed and saved,  it returns with :
GEN-UINT-004: No changes to save, instead of
GEN-UINT-003: Transaction completed successfully.

If the rule is re-queried, the Phase is unchanged.
A workaround is to make the change and change ANY OTHER  field on the rule as well, Save and both changes are saved. Revert the change from the other field back to its original value and save.


The issue can be reproduced at will with the following steps:
1) Go To:  Configuration/Pricing Methods and Rules/Adjustment Rules...
2) Search for any Adjustment Rule
3) Scroll to the far right of the page to the 'Execution Phase' field.
4) Change the value of the field and click the SAVE button.
