IO Plan Output In Last Period Bucket Much Higher Than Previous Buckets (Doc ID 2342131.1)

Symptoms

On : 12.1.3.9 version, Engine Comp for Oracle RiskOpt in All instances:

Users are on 12.1.3 and have applied VCP 12.1.3.9.1 Patch 17350769 - using 64 bit IO Planner MRSNWL64.ppc MSRNWL64.ppc 120.3.12010000.492 from one off patch 26033256

Users see two issues: IO plan output on 6th period and performance issue for IO Planner

A. Users have defined an Inventory Plan that has 23 organizations and 6 period buckets

B. Users are observing SS qty spike with similar fcst numbers in the last month of period based plan
Org = PRD:FL
Item = 87017355

SS Jumps from high 200 to mid 300 and 6th period is 511

EXPECTED BEHAVIOR

Expect the plan to complete in 3 - 4 hours and also the plan output to not have a significant increase in SS qty in the last period of the plan horizon

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run IO plan
2. Review IO Plan output
3. Users see jump in the last period of the plan (6th), the SS increases significantly
