Data Not Showing On P6 Professional Report

For a particular project and report run via P6 Professional:
Note: P6 Professional can be installed locally on a PC or accessed via Citrix.
- One user can launch P6 Professional, run the report and see all data.
- This same person can log into P6 Professional with any other P6 username, run the report and see all data.
- Other users launch P6 Professional, run the report and DO NOT see all data.
- Other users launch P6 Professional, log in as "the P6 user who can see data", run the report and DO NOT see all data.
