ECE is unable to handle Bulk SMS traffic and causing degraded rating performance.

Bulk SMS request scenario happen when software tries to send multiple requests w/o human interaction. For example, there can be an application that sends SMS text messages to all people in the group or contact for special occasion or events like say "New Year". In such cases, ECE Online Charging Engine gets overwhelmed with request from a single user/account with in a short time interval say millisecond. Since processing of such request needs explicit lock on the user balance, only one request can be processed at a time. The scenario eventually can create a bottleneck in the system by using all available threads for processing as all will wait for same lock, thus starving the system to process any other request, request from any other user or application.The scenario described above can happen for both real time and batch traffic.
