Symptoms

 Dispatch Group configuration screen is loading slowly in CCB 2.5

The slowness or hang of the Dispatch Group search page is due to the large
number (thousands) of Representatives that belong to a group. The page will hang after search is returned.

1.) steps to reproduce (will attach screenshots):
a. Admin menu
b. D-> Dispatch Group
c. Search any Dispatch group with 3000 or more reps

2.) web browser and version used
The issue is consistent on all browsers ( FireFox, IE 11). Reproduced on
Microsoft Edge 40.15063.674.0, FireFox ESR 52.5.0, and IE 11.
