ALM Active Time Bucket Rule Does Not Show in Forecast Rates

On ALM 188.8.131.52, it appears that the ALM Active Time buckets are not coming up in the Forecast rate rule.
A new time bucket is created and made as Active, but when navigating to Forecast Rates -> Interest Rates Codes -> Select any Currency -> Forecast Method -> Define, it shows a random time bucket, not the active bucket.
Then it shows some random time buckets not active one.
The Web Server alm.log is showing the correct Time bucket but in the UI it is showing some random time bucket.

The issue can be reproduced at will with the following steps:
1. Create a new time bucket click Active and save.
2. Navigate to Forecast Rates -> Interest Rates Codes -> Select any Currency -> Forecast Method -> Define
