The Av_cost on the ITEM_LOC_SOH Table Does Not Include ELC When Ranging New Locations to an Item (Doc ID 2343872.1)

When ranging a new location to an item containing Estimated Landing Costs (ELCs), as defined on ITEM_HTS_ASSESS and ITEM_EXP_DETAIL tables, the av_cost of the ITEM_LOC_SOH does not include the ELC data.

Actual Behavior : av_cost = unit_cost from the ITEM_SUPP_COUNTRY table.
Expected Behavior: av_cost should include ELC data.

Steps to recreate:
1. Create an item containing ELC data on ITEM_HTS_ASSESS and ITEM_EXP_DETAIL tables.
Example: The Expenses on this item = .6425 and duty = .6956
The data on ITEM_SUPP_COUNTRY has unit_cost, say equals 10.75, for the item.
2. Ensure elc_inclusive_ind_comp_store = Y and elc_ind = Y on the SYSTEM_OPTIONS table.
3. Range the item to a new location via the RMS UI.
4. Check ITEM_LOC_SOH table and notice that av_cost = unit_cost = 10.75.
Expectation: Av_cost should include ELC data (10.75+.6425+.6956 = 12.0881).
