Performance Issue on Pin_bill_accts

On Oracle Communications Billing and Revenue Management(BRM), 18.104.22.168.0 version,
The user has recently upgraded the system from BRM 7.4PS14 / AIX 6.1 to BRM 7.5PS17 / Solaris 10 with Oracle DataBase 11g.
During the last execution of the pin_bill_accts process, it reached the configured fetch size limit, and upon retry to make a new fetch, it became locked.
Here is the current configuration in $PIN_HOME/apps/pin_billd/pin.conf for the fetch size:
Returned 13428503 registers.
