Single Event Issue for Backdate Purchase/Cancel Post 7.5PS17 Upgrade

Symptoms

On : 7.5.0.17.0 version, Billing

After upgrading from 7.5PS11 to 7.5PS17, one backdated charge issue is noticed.

Product Proration details:
On purchase -  No charge for this billing period
On cancellation - Charge for entire billing period

Steps to reproduce:
================
1. Set bill_when to 3
2. Restart cm
3. Change PVT to 15th May 2018, Create backdate account from 1st Jan 2018 with Plan_dummy
4. Bill the account on 1st April 2018
5. Change Pvt a 15th May. Purchase a quarter cycle forward event from 15th March 2018(backdate purchase)

Same test has been performed on both PatchSet 11 and patchSet 17, and results are different.

Results in PatchSet 17:
One aggregate event got generated with 0 charge.

Results in PatchSet 11:
Two events got created, one is for 1st Jan to 1st April with 0 charge, the other is from 1st April till 1st July with charges.
