CSV Import Failed and Email Notification Received: "Cannot create workflow process"

Symptoms

ACTUAL BEHAVIOR
----------------------
Users are trying to import a Business Process (BP) record into a particular Project/Shell. After importing the CSV file an email notification is sent/received with the following Failure Reason: Cannot create workflow process

Note that if this same event is triggered in some other Project/Shell then the record is created as expected.

STEPS TO REPRODUCE
----------------------

  1. Login to Unifier
  2. Navigate to the applicable work space and trigger the CSV file import
  3. Get email notification: "Cannot create workflow process."

EXPECTED BEHAVIOR
-----------------------
The CSV import should work for all Projects/Shells.
