Worksheet Notes Are Not Displayed At Aggregated Level

Worksheet Notes are not displayed at aggregated level

We are able to view the worksheet notes at the lowest level. But, when user tries to view the same note at an aggregated level they are not getting that note. we can see the note icon present at the aggregated level.

When we checked the collaborator.log, we found following error message.

should show notes at higher aggregated level

The issue can be reproduced at will with the following steps:
1. create notes at lower level in worsheet
2. change aggregation to higher level
3. open notes in higher level

The issue has the following business impact:
unable to see lower level created notes at higher level
