Rerating Sometimes Does Not Create Necessary Charging Event (Doc ID 2345381.1)

Symptoms

On :  7.5.0.16.0 version, Rerating/Rebilling

ACTUAL BEHAVIOR  
-----------------------
Necessary charging event is not created after rerating in the scenario explained below.

STEPS
-----------------------

  1. PVT 25 AUG :  Create account ( without service ) with 26 as DOM and effective_t=01.07.2017 . Expect next_bil_t=26 JULY , future_bill_t=26 AUG


    See that there is no charge from product for period: 26.JUL.2017 to 16.AUG.2017 after rerating

    It is expected that there is one more event with charge for period: 26.JUL.2017 to 16.AUG.2017 after rerating

NOTE :
DOM = accounting Day of Month
PVT = Pin Virtual Time

EXPECTED BEHAVIOR
-----------------------
Rerating should create the necessary charging event.
