Meter Install Date Time is Same as Removal Event Date Time Should Cause Error

Symptoms
In MDM when a meter has Install Date Time is the same as Install Event Removal Date Time no error occurs. It is expected that this should return error.
Steps To Recreate
1. Create Device, Device Configuration and Scalar Measuring Component.
2. Create a Service Point and install the above meter (ex: install date/time = 01-01-2017 12:00AM).
3. Remove the meter on the same date/time as the install date/time (i.e. 01-01-2017 12:00AM).
4. Meter is removed without throwing any error.
