Planned Orders Using Wrong Process Effectivity - It Is Disabled On Date Of Planned Order (Doc ID 2346131.1)

OPM recipe effectivity is disabled on date of the planned order.
This caused failure in HLS reported in bug 26541290 - HLS provided fix to prevent the failure.
Now we need to address why disabled effectivity is chosen

When one effectivity is disabled, a new one is enabled starting next day.

We can see the explosion date is before the disable date planned order date, but cannot find reason why this is exploded "early"
