Symptoms

12.2.4.1
with patch 25960631
MSONWL64.ppc 120.15.12020000.34.1220401.74

PROBLEM
-------------
OPM recipe effectivity is disabled on date of the planned order.
This caused failure in HLS reported in bug 26541290 - HLS provided fix to prevent the failure.
Now we need to address why disabled effectivity is chosen

When one effectivity is disabled, a new one is enabled starting next day.

In MSC_SUPPLIES
We can see the explosion date is before the disable date planned order date, but cannot find reason why this is exploded "early"

SELECT mro.effectivity_date
  ,mro.disable_date
  ,nvl(ms.firm_date, ms.NEW_SCHEDULE_DATE),ms.new_wip_start_date
  ,ms.*
 FROM msc_supplies ms, msc_process_effectivity mro
WHERE ms.plan_id = &plan_id
  AND ms.order_type = 5
  --AND ms.firm_planned_type = 1
  AND ms.supplier_id IS NULL
  AND ms.organization_id = ms.source_organization_id
  AND ms.plan_id = mro.plan_id
  AND ms.sr_instance_id = mro.sr_instance_id
  AND ms.process_seq_id = mro.process_sequence_id
  AND TRUNC (mro.disable_date) < TRUNC (nvl(ms.firm_date, ms.NEW_SCHEDULE_DATE));
