Is Oracle Database Client 11.2.0.1.0 really required for TMS 5.2.1 installation? (Doc ID 2346136.1)

In the installation instructions for TMS 5.2.1, it's mentioned that Oracle Database Client 11.2.0.1 needs to be installed.

Is this really required? If it is required, what's the purpose? You would expect that Forms and Reports comes with SQL.

In addition, to support 11g components in a new technology stack doesn't really make sense?
