(SSH) NE Connection Drops Frequently. Work Orders Remain In 103 State.

Symptoms
ASAP Release R7_3_0_P1/:
Whenever ASAP or the NEP_HLR is restarted, the NEP takes time to stabilize and to open connections to all 12 (SSH) NEs managed by it. Mostly, three different (out of 12) NE primary connections are failing and once the 10 - 20 minute time interval passes, the connections to all 12 NEs are opened and orders are processed and no pending 103 (in progress) orders are seen.
After NEP restart, some NEs are available and some are shown as connecting. The pattern is random for NEs i.e. which NE goes to connecting state is not known. After some 10 to 20 minutes, the NEP is able to open connections to all 12 NEs and system is normally processing orders.
The initial time of 10 - 20 min causes order delay.
