VPD_UTIL.ADD_CONFIG_USER & VPD_UTIL.REFRESH_VPD_POLICIES Not In Synch

Symptoms
EXPECTED BEHAVIOR:
After performing INACTIVATE_CONFIG_USER a VPD_config can be reassigned to a user.
VPD policies are refreshed after exec vpd_util.add_config_user (2, 'OHSCE_TEST3',null)
VPD_UTIL.REFRESH_VPD_POLICIES is not needed.
ACTUAL BEHAVIOR:
After updating from TRC 3.1 to TRC 3.1.0.4 the VPD policies are not refreshed.
