The impacted customer list from Bi Publisher export in .csv format includes duplicates.  The same plan exported in .xml does not have the same duplicates

Where a supply node has no customers attached or has all the customers excluded in SWMAN_DELETED_CUSTOMERS, the impacted customers CSV export from bi publisher includes the last customer from the previous supply node in a row for a supply node that has no customers.

If the data is exported as XML, the data is correct, in that the supply_node with no customers is included but has no customer child xml elements.

It is expected that the supply_node row with no customers should not exist in the csv output, or it should have empty data for the customer data.
