Upload File Size Limit (in MB) Not Working in Web Client (Doc ID 2346565.1)

Symptoms

Actual Behavior
Upload File Size Limit (in MB) is set but this parameter does not work in Web Client. Attachment file can be uploaded even if the file size exceeds the parameter value. 

Expected Behavior
When Upload File Size Limit (in MB) is set, it should work in Web Client.

Steps
1. Login to Java Client with admin user and go to Admin > Settings > System Settings > Viewer & Files 
2. Set When Upload File Size Limit (in MB) value other above 0
2. Login to Web Client and move to specific object
3. On Attachment tab, upload a file that is above file size that was set in step 2.
