ORMB 2.6 Dev Instance Setup - Security issue - Boot identity not valid.

setup dev instance for ORMB 2.6 version. When trying to start the weblogic server, the below error is getting triggered. The file has valid user id and password.

----------------------- Authentication denied, [Security:090304]Authentication Failed

Caused By: Authentication denied: Boot identity not valid. The user name or password or both from the boot identity file ( is not valid. The boot identity may have been changed since the boot identity file was created. Please edit and update the boot identity file with the proper values of username and password. The first time the updated boot identity file is used to start the server, these new values are encrypted.
Caused By: [Security:090304]Authentication Failed: User weblogic [Security:090302]Authentication Failed: User weblogic denied

Solutions already tried:
1. Edited file with plain username and password and tried starting weblogic.
2. Deleted file. Started weblogic and provided Username and Password when prompted.
3. Removed ldap folder and then started weblogic.
None of the above solution worked.
