OCSC Can't Propagate ERB(TBusy) To NCC In Time (Doc ID 2346685.1)

Symptoms

OCSC can't propagate ERB(TBusy) to NCC in Time.

When it received ERB(TBusy) from MSC, OCSC didn't propagete ERB(TBusy) to NCC in Time. Insteat of that, OCSC triggered a ERB(tAbandon) to NCC after 10 seconds. So that NCC dropped the Call.
