After Sitting Idle for Greater Than 3 Minutes, Any Subsequent Action Within OBIEE Hangs for 30 Seconds Before Loading

After login to OBIEE, any subsequent action takes roughly 30 seconds to complete after sitting idle in OBIEE for greater than 3 minutes.
After sitting idle in OBIEE for greater than three minutes for the responsiveness of the application to not hang for 30 seconds before executing the noted action.
The issue can be reproduced at will with the following steps:
- Login to OBIEE
- Sit idle for greater than 3 minutes (such as 4 or 5 minutes)
- Attempt to perform any action within OBIEE
- Note the delay you experience before the action completes
